At 4:40 pm, the ticket sounds modest: a broken exception path in an import screen, probably two files. Twenty-five minutes later an agent has prepared a twelve-file diff, renamed a helper, added tests and proposed a cleanup. It all looks sensible. That is exactly why the moment is difficult.

The serious question is no longer which coding agent is smartest? It is who can explain, review and own this result tomorrow morning? OpenAI Codex, Claude Code and Gemini CLI can all take work inside a repository. They are not interchangeable autocomplete windows. Each one forces a team to make a position on task scope, context and risk.

Compare the job before you compare the model

An agent becomes useful when it receives a work order rather than a wish: reproduce a defect, inspect a bounded module, prepare a narrow patch and run known checks. That sounds unglamorous. It is the difference between delegation and hope.

GitHub's own review guidance still starts with small, focused pull requests, reviewer context, self-review and tests. Agents do not retire that discipline. They make it more valuable, because an agent can touch more code, faster, than a human author normally would. A huge impressive diff is rarely a strong first pilot.

Codex works when the work order is already testable

OpenAI Codex fits teams whose repository contains more than source files: runnable scripts, reliable tests, linters, previews and clear contributor guidance. OpenAI positions Codex around understanding codebases, building, testing, reviewing and shipping focused changes. The practical benefit is not a clever prompt. It is a chain a team can inspect: ticket, constrained diff, named checks, human decision.

That does not make Codex safe by default. If the test command is flaky or nobody knows which migration is dangerous, the agent inherits that uncertainty. Early work should be reproducible bugs, narrow UI or test tasks and documentation. Production access, secrets and irreversible data changes are not starter assignments.

Claude Code works when rules live outside one person's head

Claude Code is valuable where an assignment needs explanation as well as edits: understanding an old component, laying out a refactoring choice or making a plan before touching code. The point is not to encourage a bigger rewrite. It is to turn architectural rules into material the whole team can inspect.

Its CLI documentation treats permissions as an explicit control surface and labels bypassing them as dangerous. That is a useful operational cue. Speed does not come from silently removing safeguards. It comes from deciding in advance which commands are safe, where an agent must stop and who resolves uncertainty.

Gemini CLI works when context has a shape

Gemini CLI is compelling for work that crosses several levels of a project. Its GEMINI.md documentation describes hierarchical instructions and modular imports. In practical terms, a rule can apply to a repository, become more specific in a subdirectory, and load only where needed.

That can help with monorepos and long-lived systems, provided the structure is maintained. Broad context is not permission to make broad changes. An agent that can read the whole repository should not therefore be allowed to rewrite it.

Run a pilot that can actually answer something

Do not compare three agents through three demos. Run one week of the same task class: reproducible defects in a low-risk module, or tests around known failure cases. Before each task, record four things: the allowed files and systems; the commands that count as evidence; the decisions that remain human; and whether a reviewer can understand the diff in one bounded pass.

Then judge the handoff, not the chat transcript. Was the change smaller than necessary or larger? Were assumptions visible? Could a reviewer explain it, or merely hope that green tests were enough? Those answers reveal whether an agent fits a team's way of working.

The winning agent is a bounded process

Coding agents move work from typing toward deciding. That can remove real friction when delegation stays small enough to review. GitHub Copilot and Cursor can remain the fast partner in the editor; CLI agents can take a more complete task. Neither role owns the merge.

The right final question for Codex, Claude Code or Gemini CLI is therefore not “Who wins?” It is “What clear, reversible unit of work are we prepared to entrust to this tool next?” When a team can answer that, agent enthusiasm becomes an engineering practice.
